Good point on 2, those guys obviously have all the news, weather and traffic reports they need.

Although in most scenarios you’d be totally right on 1 also, the photo provided may not be giving you the full story. This looks very similar to an installation I saw at a car rental place. At any other time, the counter pictured would likely be manned by more employees (obvious by the empty chair an office equipment). If lowered, these employees may obstruct the view of the screens. Also, there’s a good chance that behind the lens is an area with chairs for waiting, making the audience’s viewpoint even lower and increasing the chance that screens be obstructed by employees.
